Frank has over 16 years of experience as a forensic toxicologist, analytical chemist, green lab business owner, and researcher. His scientific and technical expertise includes the design and implementation of impairment research studies, test development, study methodology, data analysis, and the interpretation of complex toxicological and behavioral data. He served as an expert witness in law enforcement and the legal system, testifying extensively in alcohol or drug impairment cases.

As an early developer of the legacy technology, Paul’s expertise focuses on neuroscience and clinical validation, device innovation, and regulatory excellence. He has spent 15 years in leadership roles expanding clinical research, regulatory footprint, and commercial reach with next-generation cognitive assessment technologies.
